WE, the dedicated law enforcement officers of Nevada, hereby join forces and proudly stand as a unified body to collectively represent and advocate for the interests and goals of our esteemed members. We are united in pursuit of the following objectives:

We, the law enforcement officers of Nevada, unite and steadfastly pledge to support and defend the Constitution of the United States and the state of Nevada. We instill unwavering loyalty and allegiance to the United States of America, while diligently promoting and fostering the enforcement of law and order. Our foremost aim is to enhance the individual and collective proficiency of our members in the performance of their duties. We wholeheartedly encourage fraternal, social, charitable, and educational activities among law enforcement officers.

Additionally, we ardently advocate and strive for the uniform application of the civil service merit system for appointment and promotion. We are committed to improving the standard of living and working conditions of the law enforcement profession through every legal and ethical means at our disposal. By upholding a tradition of esprit de corps, we ensure unwavering fidelity to duty under all circumstances. Cultivating a spirit of fraternalism and mutual assistance among our members and the communities we serve is of paramount importance. We relentlessly pursue the increased efficiency of the law enforcement profession, thereby solidifying the public’s confidence in the dedicated service we provide to protect life and property.

Jack is a retired captain from Las Vegas Metropolitan Police Department who served over 28 years. He is a graduate of the FBI National Academy session 268 and Northwestern School of Police Staff and Command. His command assignments included patrol, the training bureau, emergency operations and special events. He is currently Lodge President for the Gene Altobella Lodge and State Secretary for the Nevada State Fraternal Order of Police.

I served in the United State Army for 23.5 years and I am a Purple Heart recipient. I retired as a Chief Warrant Officer. I served 22.5 years as a federal law enforcement officer (special agent) with the Department of Defense, National Archives, State Department, Postal Service, and retired from the Department of Homeland security. I currently serve as the President of Veterans Action Foundation, the Chair, Veterans Committee, Las Vegas Asian Chamber of Commerce,
and Outreach Coordinator, Military Order of the Purple Heart, Chapter 730. I am a member of the Clark County Business Development Advisory Council; Previous I served as Secretary, Las Vegas Lodge 1, Fraternal Order of Police, I have an associate degree in criminal justice from the University of Maryland, a bachelor of science degree in psychology from the University of Maryland, and a master’s degree in public administration from Troy State University. I enjoy exercising, flying drones, road trips, volunteering, and margaritas.

Shannon de Lugo-Owen

Treasurer

Shannon is a retired police officer from the Henderson Police Department, having served for nearly fourteen years, prior to medically retiring. She served in patrol, DARE, Background Investigations and in the Office of Professional Standards as the Assistant Accreditation Manager. Shannon is the Lodge Treasurer and the Gene Altobella Lodge and the Lodge Trustee for the Nevada State Fraternal Order if Police. She has been an active member of FOP for over 25 years.

Denise Price

Trustee

Denise retired from the Henderson Police Department after 27.5 years. She has been a member of FOP for 24 years. She worked in patrol, property crimes, fraud and robbery, as well as serving on a federal task force. Denise also worked background investigations and polygraphs.

Gregory Negron

Trustee

Greg was a Deputy Sheriff with almost 30 years with the Riverside County Sheriff’s Office, Southern California. He has held multiple assignments and ranks within the Sheriff’s Department, as well as obtained a multitude of specialized training and experience. His last few commands as a commander were overseeing jail operations and desert court services. He retired honorably in November 2020 and is a Marine Corps Veteran.
